It happened with my son (student) at USA,in May 2006-while withdrawing USD $440/- from an ATM machine with Oriental Bank Of Commerce debit card(Mumbai Branch) ,USD $440 were not delivered and bank account was debited for Rs.20,555/-.It took OVER three months -with lots of phone calls to/from USA to Mumbai/Hyderabad(obc-data center),issue was resolved with lot of difficulty and expenses.Communication marked to RBI/California Local bank / VISA International-USA and US Govt-Financial controller did not have any effect in fast resolution of problem. | |||||

While RBI is doing an excellent job in monetary mgt,forex mgt etc their record in making banks provide customer service is very poor and worst in respect of new gen banks like ICICI,HDFC bank and Axis bank.These pvt banks are above law. RBI washes its hand off by issuing circulars from time and appoints committee like Ghose committee whose recommendations are implemented in not solving customer problems but sending routine reports to RBI.RBI mandates that every SB customer must be provided with a pass book without charges.While govt banks do obey and issue pass books, the new gen pvt banks like ICICI,HDFC bk,Axis bank and foreign banks do not provide pass book.You can ask any customer and verify the fact.Do you want the customer to fight even for ordy routine things.RBI tho fully aware of it pretends as if everything is hunky dory.Ask RBI and they will say we have not recd any complaint.Can RBI not verify it by auditing few branches.RBI inspectors and officials are well taken care of by these banks and they can show their might only with govt banks.You need a rogue politician who can collect hundreds of letters from the customers and bombard RBI to act and immediately these banks would come forward to purchase this politician by paying him a hefty amount but would never obey the circular of RBI as they know that this circular is just a routine one and violation would mean nothing.If any customer dare to question the bank he would be harassed and he has to close his account.It is difficult to close the account nowadays because he would have given the account no for int dividend and salary credit.If ICICI doesnot come under govt rules for RTI act ask RBI about ICICI details.The former MD who has exploited the weakness in the system and engaged rogues and thugs tho agents to recover loans given to ineligible people has now become the Chairman of Infy- what a fall for NRN.NRN stood for morals and scruples and built a solid reputation for Infy but what a pity that he shd handover the co to a man who cares little for morals and scruples. | |||||

In fact people must come forward and give the details of "Failed Transactions" after 17/07/2009 if they have not received the compensation. I can create a Bank wise data base and peruse RBI to conduct "Audit" of all the Banks under Section 6 of the Payment and Settlement Systems Act 2007. This action from RBI is most essential so that the effect of this circular is visible. This is only possible with a good data base, with chase up with slow moving machinery of our government. This requiers a push from mass or a kick from some authority. | |||||
